The explosive e-commerce website used in the 2019 Pulwama terror attack was purchased from Amazon. The Financial Action Task Force (FATF), an organization that monitors terrorist funding worldwide, has claimed this in its report.
FATF has also mentioned the attack on the Gorakhnath temple in Gorakhpur, UP in 2022 in this report. Here the attacker terrorists were given money through online money transfer platform PayPal.
While presenting both these cases as an example, the organization has warned that e-commerce and digital payment services can become a medium to promote terror if they go in the wrong hands.
FATF report claims- Terrorist funding methods are changing
This report of FATF is named ‘Comprehensive Update on Terrorist Financing Risk’. This 131 -page report states how the methods of funding terrorism are changing.
The report states that terrorist organizations are now using traditional funding methods as well as digital mediums such as online payment, gaming platforms, social media and e-commerce sites.
This report also states that the strategies of terrorism related funding (TF) are not the same, but in different places, different methods are adopted according to different circumstances.
Large shortcomings in ability to understand and stop terrorist funding
The report said that many countries still have large shortcomings in the ability to understand and stop terrorism funding, and if they are not corrected on time, terrorist organizations will continue to take advantage of the existing weaknesses.
It states how terrorist organizations use the international financial system to continue and attack their activities.
FATF has warned governments and digital companies around the world to take concrete measures to prevent misuse of these platforms, as they are now becoming a new and influential means for terrorist organizations.

On 14 February 2019, a CRPF convoy was passing through the Srinagar-Jammu highway. The truck reached Pulwama, when a suicide attachment entered the 200 kg explosive Maruti Eco car.
The explosion was so fast that the 2 buses carrying the security forces flew away. 40 soldiers were martyred in this. Investigation by the Government of India revealed that the attack was carried out by Pakistan-based terrorist organization Jaish-e-Mohammed (JEM).
Investigations revealed that the explosives used in the attack were brought from across the border in India. The most shocking thing was that the aluminum powder used in the bomb used in the attack, which was used to make the blast more deadly, was purchased online from Amazon.
2. In 2022, there was a terrorist attack on the guards of Gorakhnath Temple in UP

In this incident, the police found a religious book, sharp weapons, jihadi videos from Murtaza Abbasi, etc. from Murtaza Abbasi.
FATF investigated the case that the attacker had transferred about 6.7 lakh rupees through PayPal abroad. Also, he hid his IP address using VPN and kept his transaction secret.
In view of the suspicious activities of these transactions, PayPal closed his account, which prevented the use of illegal money further.

Terrorists working in small cells, are collecting funding themselves
The report also said that terrorists are working in different areas, which are carrying out the terrorist schemes by raising money themselves. People involved in these cells sometimes collect money through small crimes, legitimate earnings or micro transactions (such as gaming apps).
FATF also stated that it is difficult to identify terrorist attacks due to racial, religious or political reasons because the money used in them is very low and it is also difficult to catch it.

FATF condemned the Pahalgam attack
In June 2025, FATF condemned the terrorist attack in Pahalgam in Jammu and Kashmir and appealed to all countries to stop funding of terror. Subsequently, India gave a formal request to put FATF again in the ‘gray list’ to Pakistan. India alleges that terrorist activities are going on from across the border due to funding from Pakistan.
