Congress government was formed in Telangana in December 2023. CM became Revanth Reddy. In May 2024, the Revanth government filed a report in the Rohit Vemula suicide case. The report said that Rohit Vemula was not of Scheduled Castes. He committed suicide due to his identity being exposed. If this closure report had been released by any BJP government, it would have been said that justice was not done to Rohit Vemula. But since a government of Rahul Gandhi’s party, who made the most statements for Dalit rights, made this report, it did not raise questions. The matter was suppressed. But, the Rohit Vemula, which was disputed on the caste itself, is going to do what the Karnataka government is going to do by making a poster boy of backward caste harassment.

The Congress government of Karnataka is reported to have brought a bill in the name of Rohit Vemula, in which apart from Scheduled Castes, Tribes, OBCs and minority students also complain of harassment with them, then a serious offense will be registered under the new law. Significantly, Rahul Gandhi wrote a letter to Karnataka CM Siddaramaiah to present Rohit Vemula bill early. But, Rahul Gandhi does not know how this rigorous bill that surrounds the upper caste students, faculty and institute has the capacity to fragrate the country and society.

What is the proposed Rohit Vemula bill of Karnataka government

Rohit Vemula (prevention of prevention and injustice) (Right to Honor) Bill, proposed by the Government of Karnataka, has intensified social and political debate in India. The objective of the bill is to ensure equality in higher education and prevent discrimination for students of Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), and minority communities.

For any violation of the law, there is a provision for one year imprisonment and fine of Rs 10,000 to a person in charge of the affairs of the institute. Along with this, the state government will not provide any financial assistance or grant to institutions violating the provisions of this Act. Every crime under the proposed Act will be cognizable and non-bailable.

The court, in addition to the fine, will also provide appropriate compensation payable to the victim of discrimination by the accused, which will be up to a maximum of Rs 1 lakh. For repeated crime, the person will be imprisoned for three years and a fine of Rs 1 lakh.

It is obvious that there is already a law to prevent and punish such discrimination. There is also a law in the college so that there is no exploitation of Dalit students. Which provides a shelter to Dalit people everywhere. It is obvious to give such rights to OBCs and Muslims, it will prove to be dividing the country. Except for Dalits, there is no exploited and oppressed in the country in such a way that constitutional arrangements have to be made for them.

This bill is being criticized on social media. It is believed that these provisions can target students, teachers, and administrators of general category. In some posts on X, it has been claimed that the bill depicts the general class as harassment. Right now the Congress plans to implement it in the Congress government states. It is obvious that gradually an attempt will be made to conduct mobilization in the name of this law. Due to which the division of division in society can be decided on caste basis.

Anyway, Dalit-Adivasi, OBC and Muslims are about 94 percent in the population of Karnataka. On the other hand, the population of upper castes is only 6 percent in the state. The Congress feels that if we leave 6 percent of the upper castes, we go with 94 percent supporters, then we will benefit more in elections.

Universities and colleges in India are given autonomy so that they can take educational and administrative decisions independently. However, government intervention under the bill may increase, which may make institutions forced to make changes in their policies and functioning.

Critics say that this bill can bring institutions under government pressure, which can make them work under political pressure rather than fairness. If the formation of committees is proposed to investigate complaints of discrimination, if these committees are under government control, then the freedom of educational institutions may be less.

5- Fear of false allegations and misuse

Discrimination in the bill is placed in the category of non-bailable and cognizable offense, under which arrest can be taken without warrant. Obviously, such rights are often misused.
