Rajya Sabha’s new Chairman CP Radhakrishnan made it clear on the very first day of the House that decorum and the Constitution will be paramount in the Upper House. In his inaugural speech, he said that Rajya Sabha is not just a place for debate, but it is the platform where the hopes of crores of people of the country are pinned. Therefore, it is important for every member to understand and follow the ‘Lakshman Rekha’ of the parliamentary system. He clarified that all the members will express their views, but only within the prescribed rules and constitutional limits.
Radhakrishnan said that the Constitution of India and the Rajya Sabha rule book determine the ‘Lakshman Rekha’ of parliamentary conduct. He said that both the Chairman and the members will have to follow this line while understanding their responsibilities. He assured that they will protect the rights of every member, but this is possible only if they present their views within the prescribed rules. He reminded the House that the broad agenda and limited time is the biggest challenge of this session.

In his maiden address, Radhakrishnan thanked Prime Minister Narendra Modi and all the members of the House who greeted him and greeted him on the first day of the winter session. He said that this honor is not only of position but also of responsibility. Describing this occasion as historic, he said that it is expected that all the members will cooperate in running the House smoothly.

Members will get ample opportunities
Radhakrishnan said that provisions like Question Hour, Zero Hour and Special Mention in the parliamentary process ensure that every MP gets adequate opportunity to express his views and raise the problems of citizens. He reiterated that only proper use of these processes strengthens democracy. His appeal was that all members should make constructive use of these opportunities while maintaining the dignity of the House.
We have to understand the expectations of every class
The Chairman said that every discussion taking place in the House is related to those families who look at the Parliament with hope. Referring to farmers, laborers, street vendors, women, youth and the weakest sections of the country, he said that their voices should resonate here. He said that the real responsibility of Parliament is to strengthen social justice and economic empowerment, especially for Scheduled Castes, Tribes, Backward Classes and weaker sections.
Responsibility is big, expectations are even bigger
In the last part of his address, Radhakrishnan said that he would protect the rights and facilities of all the members. His message was clear: Dignity of the House first, politics later. He said that when Parliament works with responsibility and decency, democracy becomes stronger. He expressed hope that in this session the House will remain focused on meaningful discussions and works of public interest.
