Union Minister Nitin Gadkari said on Monday that there is no shortage of funds for the projects. He expressed concern over the lack of flexibility in the bureaucracy and completely denying unique ideas, saying that Naukshah does not think out of the box. He said that former bureaucrat Vijay Kelkar took a flexible stand and he was an exception to this mentality.

Union Minister Gadkari addressed the ceremony to be awarded the Puny Bhushan Award to former bureaucrat Kelkar in Pune. During this, he said, ‘We do not have a shortage of funds. I always talk about projects worth 1 lakh crore, 50,000 crore, 2 lakh crores. Generally journalists do not trust politicians in case of big announcements. Bureaucrats refuse to think out of the box
Gadkari also said that real concern is not a lack of money, but about the slow pace of work. Comparing the bureaucracy to cattle, he said that when cattle go to graze in rural areas, they walk in the same line. They are so disciplined that they never break the order. I sometimes feel the same with bureaucracy. They completely refuse to consider out of the box. But Vijay Kelkar accepted flexibility in policy making.
Meeting Kelkar while being the chairman of Finance Commission
Nitin Gadkari recalled an old incident during his address. He said that he met Kelkar while he was the chairman of the Finance Commission. He then told that 406 projects costing Rs 3.85 lakh crore have been stopped. Due to this, the banks are in danger of having non-performing assets of Rs 3 lakh crore. Gadkari said that Kelkar asked me the reason for this. I told him that the only reason for this is bureaucrat.
Banks saved from NPA worth three lakh crores
Gadkari further said that we closed some projects and solved the problem by improving some. After which the projects started again and banks were rescued from NPAs of Rs 3 lakh crore. He said that Kelkar did a great job in every department, but the policies he made as Finance Secretary had a long -term impact on India’s future.

In 2009, Kelkar tried to bring GST
Union Minister Gadkari also stated that when Pranab Mukherjee was the Union Finance Minister in 2009, Vijay Kelkar tried to make a consensus on GST, facing many challenges. He insisted that this would have to be done, because it is in the interest of the country. Speaking in the program, Kelkar said that only politicians promote social and economic reforms. He said, “I think they are real policy entrepreneurs because they are decision making.”
