The political conflict in Parliament reached its peak over the Ji Ram Ji Bill 2025 related to rural employment. After the bill was passed by both the houses of the Parliament, the opposition parties started protesting outside the Constitution House at midnight. The opposition termed it as an attack on democracy, calling it anti-poor, farmers and labourers. During this period, sloganeering and protests continued throughout the night in the Parliament premises.
The Vikas Bharat Guarantee for Employment and Livelihood Mission (Rural) i.e. VB-G Ram Ji Bill was passed by the Rajya Sabha after midnight by voice vote. Earlier, Lok Sabha had approved this bill. This bill will replace the Mahatma Gandhi National Rural Employment Guarantee Act i.e. MNREGA. Under the new law, a provision has been made to provide 125 days of wage employment annually to rural families.
Opposition strike at midnight
As soon as the bill was passed, MPs from many opposition parties including Congress, Trinamool Congress, DMK sat on a dharna in the Parliament complex. Trinamool Congress’ Rajya Sabha deputy leader Sagarika Ghosh alleged that the Modi government forcibly passed this bill. He said that this law is against the poor, farmers and rural India. The opposition warned that they would take to the streets and protest across the country.

Accused of killing democracy
Sagarika Ghosh said that such a huge bill was brought by giving only five hours’ notice to the opposition and proper debate was not allowed. He demanded that this bill should have been sent to a select committee so that the opinions of all parties could be taken. He called it the murder of democracy. Congress leader Randeep Singh Surjewala called it the saddest day for the workers of the country.
Sharp attack by Kharge and Congress
Congress President Mallikarjun Kharge launched a scathing attack on the government and said that the scheme which linked the livelihood of 12 crore people is being scrapped. He said that just as three agricultural laws were withdrawn, in the same way this law will also have to be withdrawn. Congress MP Pramod Tiwari said that after returning to power, both Gandhiji’s name and MNREGA will be restored.
Government’s stand and special features of the bill
On behalf of the government, Union Agriculture Minister Shivraj Singh Chauhan said that this bill is for the welfare of the poor and will increase employment opportunities. According to the bill, adult members of rural families will get 125 days of employment for unskilled labour. The fund sharing ratio between the Center and the states will be 60:40. For North-East and hilly states it will be 90:10.
Uproar inside and outside the Parliament
There was a huge uproar during the passage of the bill in the Lok Sabha also. Opposition MPs raised slogans accusing them of removing Gandhiji’s name and walked out of the House. After the bill is passed by both the houses, it will be sent to the President for approval. The opposition has made it clear that this fight will be continued outside the Parliament also.
