Amidst the objection of opposition parties about the special intensive review of the voter list before the assembly elections in Bihar, the Election Commission on Monday clarified that the voter list is a dynamic list, which keeps changes from time to time, so regular review is mandatory. The Election Commission said that Article 326 of the Constitution decides that only Indian citizens, who are 18 years or older and are general residents of the constituency, may be registered as voters.

Why is intensive review necessary?
The Election Commission said that there are continuous changes in the voter list as many voters die. Some people move from one place to another and new young voters complete 18 years and become eligible to become voters. For these reasons, it is necessary to update the voter list from time to time, so that no ineligible person is recorded in it and no eligible citizens are left out.
Opposition objection and cleaning of Election Commission
Opposition parties alleged that such intensive reviews could deliberately exclude voters by misusing the state system. On this, the Election Commission said that this process is done by transparency according to the rules and it is not aimed at excluding anyone, but to make the right and update list.

Bihar voter list of 2003 became public
The Election Commission has uploaded Bihar’s 2003 voter list, which had around 4.96 crore voters, online on its website. This list will help voters to give documentary evidence as old records, so that they will be able to verify their names and fill the new enumeration form. The Election Commission said that about 60% of the voters will not have to provide any additional documents, they can just fill their details from the list of 2003 and fill the form.
Family relations also comfort
If a person is not recorded in the 2003 list, but his parents are in that list, then that person can apply by showing his mother or father’s name by showing a fraction of the 2003 voter list. In such a situation, there will be no need to give any separate documents for the parents, only that person will have to give his documents. The Election Commission reiterated that the revision of voter list before each election is mandatory under the Representation of the Representation of the Representation of the Voter List and the Voter Registration Rules 1960. The Commission has been doing regular annual amendments for the last 75 years, including intensive and brief reviews.
