In the year 2024, 91 IAS officers did not file their real estate returns (IPR), while the number of officers not providing this details last year was 73. A Standing Committee of Parliament has expressed concern over this, suggesting that the Indian Administrative Service officials who do not file details of the property within the stipulated deadline should be punished.

The committee has also asked to install centralized compliance monitoring mechanisms to ensure the filing of IPR on time, recommending corrective action. The Department of Personnel, Public Grievance, Law and Permanent Parliamentary Committee on the demands of grants related to the Department of Personnel and Training (DOPT) (2025-26) presented its 145th report in Parliament on 27 March.
According to the report, 15 IAS officers in 2023, 12 officers in 2022 and 14 officers in 2021 were not given compulsory vigilance for some posts for not filing IPRs for the respective years. The committee said, by setting up centralized compliance monitoring mechanisms, dedicated workforce should be formed in it, which is responsible for monitoring the situation of all officers and filing details.
Rapid recruitment process of officers
The report states that corrective action will determine the accountability and will be sure to file the application on time, which will further strengthen the process. The committee, referring to the shortage of 1,316 IAS officers, suggested prompt action to increase the recruitment process to meet the increasing demands of public administration.

Suggestion to implement the report of Chandramouli Committee
The committee said that it can be implemented as soon as possible by studying the report of the Chandramouli Committee regarding the recruitment of direct recruitment IAS officers. The recommendations of the Chandramouli Committee are currently under consideration with the government.
Online tracking and submission portal
To ensure timely determination of vacancies in IAS promotion quota, the committee recommended that the DoPT could start online tracking and submission portal for the state governments. This platform will provide the facility to present its proposal electronically, to track the progress of presentation.
