Expressed concern over the dignity of the House

During this, Lok Sabha Speaker Om Birla said that there has been change as per time, there has been change in technology. With time, we faced some challenges and the challenges were also discussed in the Presiding Officer Conference from time to time. He said that after 1952, the concern first expressed by the Presiding Officer in 1954 is our concern even today, it is the concern about the dignity of the House, the tradition of the House. Lok Sabha Speaker Om Birla said that today I have to say that this concern is becoming serious. How can we maintain the dignity of the Houses within our Houses, build their reputation, implement good traditions, and maintain the dignity and reputation with which the public has elected its representatives? The only house that can fulfill those expectations and aspirations of the people is the Legislative Assembly and the Lok Sabha.

It is also our responsibility to reduce the growing opposition by the opposition.

Lok Sabha Speaker Om Birla said that while fulfilling this responsibility, we will have to find a way to solve the challenges of the current perspective. He said that it is our responsibility as the Presiding Officer, some challenges are in front of us, expressed concern over this several times in the Presiding Officer Conference, the decreasing number of meetings of the legislatures is a matter of concern for us. Expressed concern over this several times in every conference. We should try to strengthen the democratic institutions as the number of meetings of our legislatures is decreasing, we should try to implement the decisions taken in the past and the resolutions in the Speaker’s Conference. Secondly, there were presiding officers of all the political parties in New Delhi, leaders of all the political parties and they had expressed a view that continuous disruption inside the Houses, coming in bells, sloganeering, adjournment of the House in a planned manner, all these. There was a very serious discussion on the topics. And that concern is still there, we should try to reduce disruption in the House by discussing with all political parties. Try to prevent a planned impasse. All political parties should cooperate to increase the dignity and prestige of the House. There was dignity in the House during the address of His Excellency the Governor. There was a very serious discussion on all these topics because Patna is a historical land and we will have to take some decisions from here.

There should be a code of conduct

Lok Sabha Speaker Om Birla also talked about making a code of conduct. He said that I also expect all the political parties to make a code of conduct in their respective parties. A code of conduct should be made for the political parties to give their elected representatives in the Houses the dignity and prestige of the Houses. Because the dignity of any House lies with the honorable representative of that House. The more we behave with dignity as a public representative, the more we play the role of an ideal public representative, the more the dignity of the House will increase and we will strengthen democracy and also bring accountability and transparency in governance. That is why I would urge that the productivity of our respective Houses should be increased, there should be meaningful discussions, capacity building of the honorable members should be done, their efficiency and skills should be enhanced, for this we keep discussing from time to time. I hope that a serious brainstorming will give fruit to our efforts and we will be able to make the role of our public representatives more meaningful within the democracy so that there is meaningful discussion in the Houses, there is useful discussion, there is discussion before the results so that there is accountability and transparency in governance and administration. . Our Vice President and the Deputy Chief Minister discussed the Parliamentary Committee. In 1954 also, this idea had come that we should further increase the role of parliamentary committees, it is like a mini parliament and the more we increase the role of parliamentary committees, the more the administration will be responsible in governance. There will be transparency and honesty. The public money will be used properly and meaningfully and there will be monitoring of the money spent on the item for which it has been spent, hence the role of parliamentary committees is also important.
